Animal Crossing Wild World Environment?

Pelly said a resident said, ".... is a clean place, however it feels like somethings missing." then "We all have to work together if we want to have ... be the nicest place." If I wait 30 days, will I get the Golden Watering can, or do I have to add/remove more trees or flowers?
 
you probably need more. try planting flowers around everyone's houses, and pulling out all the weeds. and I don't think you need a perfect 30 days...I thought it was 16 days?
