Android Message "Services that cost you money"?

Just looked it up seems to be for cell phones and depending on your carrier would determine weather you would be charged for the service witch would raise your payments.
 
No, I am not currently making myself a tin-foil hat, but I am curious as to the extent of access that some of these messages indicate. I am looking for a little more clarity on the android message "Services that cost you money." I was looking at downloading Wikitude World Browser (a reality browser) but don't fully understand the implications of this warning message. Could someone please shed some light on it for me.
