Android AVD setup, won't recognize platform?

Whenever I open up the "Android SDK and AVD manager" in eclipse, and try to setup an AVD visually, it will not recognize any platform to run on, even though I have an SDK installed (or at least I think it is, it is at least on my computer. Anyone know what might be wrong and how to fix it, or can explain how to setup an AVD with commands?
