Am I wrong for giving instructions in my home?

I work from home and my girl is unemployed at the moment. She has two sons, 13 and 14 and I have a daughter, 13. We also have 2 dogs that stay tied up in the backyard. We are going away for the weekend and I told her earlier today that when the kids get home from school to have them go out in the back and let the dogs run around off their leashes since they are gonna eb tied up for a couple of days. Ok, I take my break and when I walk out into the living room the kids were all doing their thing. I asked my girl had they let the dogs run and she said no, she was waiting on me. She always thinks that when I give them instructions I'm suppose to do it with them. I asked her why she didn't tell them and she said, "I don't know, it just slipped my mind." This caused a big argument. This isn't the first time I've given instructions and she bypassed them thinking I'm the man and I should just do it myself. I'm suppose to do all the work around here and just let the kids enjoy their youth. Why does she think this way?
