Am I eligible to buy the iPhone 4 for $199 when it releases on Rogers with only a data plan?

Will they let me purchase the iPhone 4 for $199 if I only buy a data plan with it on Rogers?
 
If you want the smart phone qualities; Internet, facebook, etc. then you need the data plan, and they will not let you buy the smart phone with out it. So yes, they will let you buy it, but for that much money i'm not sure, sorry.
