Am I eligible for financial aid if I take a certificate course?

I was eligible to get a pell grant for '08/'09 and my circumstances will be the same for '09/'10, except for the fact that I might enroll in a certificate program at another college and put my associate degree on hold. I guess my question is - Do I have to be working toward a degree to get a pell grant. The certificate program is full-time and for an entire semester (Basic Law Enforcement Training).
