alltel black berry perl $20 dollars? after two year agreement?

my phone plan for alltel is up in 7 days on my old phone and i wanted to get a black berry perl 8130 and it sais its 20 bucks on their site i was just wondering if thats all i have to pay when i go in to update my plan or how much i have to pay to update to that phone.
