All time record high temperature set in March in a temperate climate?

We, as weather people can understand if a place, like in Hawaii, or even Coastal California sets a record high outside of the usual summer months, but Brownsville Texas hit their all time record high on a Sunny day on March 27, 1984 of 106 degrees.
Now, right ahead of a cool front, and I have found that this correlates to a severe weather outbreak in the South East, it gets EXTREMELY HOT in South Texas. This dome of extreme heat does not make it past San Antonio or Victoria, but points south and westward.
Cities like Corpus, McAllen, Brownsville, Laredo are especially effected. I was wondering, why doesnt this extend further east like to Houston, or north, like to Dallas?
