...typhoon? Who's to blame? This is becoming a regular feature during typhoon season in the Philippines. A few years ago several groups of mountaineers were stranded on a mountain and one died because of hypothermia because they went up the mountain during a typhoon. Now, another incident happened where a mountaineer is pronounced dead and a few others are missing because they tried to cross a river during the onslaught of typhoon Frank. This is just sad and very irresponsible on their part. What's you're take on this? Who should be blamed? What should local governments do about this?
