All non-smartphones for Verizon no longer require 9.99 data plans?

Is it true that all non-smartphones for Verizon no longer require you to buy the $9.99 data packages?
I really want to buy a Samsung Rogue, does that require one still? I'm buying one from eBay by the way, not from Verizon.
