alarm sound wireless alarm system?

i have a question i am trying to buy some thing for my mom cause she ill so what i am looking for is kinda like some remote she can press and it will sound next door neighbor may be some like i can put the base in the neighbor home and she have remote so she can warn them if she need emergency assistance may be wireless system of some kind does any one know if there is some like that in market and what is it called she does not live in usa and there is no 911 call there .thankyou
