After shower skin stinging

When my daddy (66yrs.) takes a shower, his skin stings/itches ALL over....He's tried LOTS of different soaps. Has been to Dr. and he didn't know why this was happening...Has anyone experienced this or know anyone that has??...Anyone know what could be causing it or what could ease it??
 
Perhaps it's in the water. You could try a filter on the shower head. Or a whole house filter. Does lotion not help?
 
how hot is the water? In the winter, that happens to me when i take too hot of showers and my skin is dry
