Conditional on the ROTC allowing them and their prior service in... Like NROTC doesn't really take prior service types and if you aren't STA-21 they aren't letting you in either way, and STA-21 is extremely competitive for Petty Officers to get in, and on the Marine side if you're prior service you're either a Marine Option MIDN who was either enlisted for a year/less and got the scholarship OR a MECEP.
Basically, if you were Army or AF, no way you're getting into NROTC. AFROTC is probably similar, AROTC is by far the most lax (if you were AD Navy for example, you might be able to do AROTC but you wouldn't get into NROTC)
