after i created two frames in my html page , i can't see the scrollbar

anymore , how to bring it back ? hi all
i created a new html page and made two frames into it ,

after that that scrollbars gone (not scrollbars for the frame, but the scrollbar for the whole page)

and now i see only part of the page , and can't scroll down at all

what can i do
