Advice sought: Small, cheap & with Windows

I'd like to find a smartphone that will allow me to sync with my PC, to allow my MS Outlook calendar, contacts , notes, etc to be in the phone.

Just like my Pantech PN-820 (although I did have to buy 'Smartphone notes for it)

I don't need a internet plan; I'm in front of a computer about 14 hours day anyway.

Any suggestions?
