Advice needed on malfunctioning power-tilt for 2004 Mercury 135hp Optimax outboard.?

There is a power tilt switch built into left side of the Throttle handle you can use with your thumb to trim motor out - Also there is a power tilt switch on the engine's left side. The switch on the outboard engine works fine - the one on the Throttle handle only works for "Down" but not "Up". Could this be something simple as a fuse or possibly a bad switch in throttle handle? Any ideas from experienced Mercury mechanic would be appreciated. (PS: this rig has "Smart Craft" control system if that makes a difference). Thanks for any ideas/suggestions.
