Advice needed about my bicycle?

I have noticed that the back wheel of my mountain bike the wheel leans more to one side than the other. I thought that this may have been due to one side being tightened more than the other but this is not the case. Having untightened the wheel and re-tightening it back on the same thing happens - the wheel leans more to the right side. When loose the wheel sits in the middle, as it should - it is only when I start tightening that the leaning starts occurring. Obviously this is also resulting in problems with my brakes - the brake pad on one side is closer to the wheel than the other.

Before taking it off for service is there anything I can do myself or is it likely I will need a new wheel. I may just buy a new bike if that is the case. The bike didn't cost me much anyway.
 
Have you tried tightening the wheel whilst keeping the rim straight. Are the lugs that hold the axle straight. If not then use an adjustable spanner to make the point forward. Hope this helps
