Adobe Photoshop CS3 and Photoshop Elements?

I have Adobe Photoshop CS3 and a friend of mine was telling me about a program she use to have called Photoshop Deluxe, and I was wanting that but I have read and found that Adobe done away with that program and created Photoshop Elements in it's place. Now my question is: is Photoshop Elements built into Photoshop CS3 or is that something I will have to get separately?

Photoshop Deluxe is a very old program. It would help to know what you liked about that program. Whatever you liked in Photoshop Deluxe might not even be in the newer versions of Elements.

Elements is built on a Photoshop foundation. All of Elements photo editing features are in Photoshop but Photoshop has a lot more of them.
