Adding Depth Instead of Whining - Clarify for book?

I read this on yahoo answers in response to someones question and it got me thinking. How would you add depth yet at the same time allow for the moments of life where its bleak

Do not have your characters whine so much. Yes, people whine in real life, but no one wants to read about a character who sits in the corner all day and whines about how tragic life can be. Give the characters more depth than that.
 
Well, for a start, if all the character is doing is sitting in the corner and whining, there's no point writing from their POV. It's dull. Write from the POV of someone who is doing something interesting. They can observe the behaviour of the other character.

And, to be honest, even in "moments of life when it's bleak" who sits in the corner and whines all day? Who has time?
