Adding brakes to children's bike?

I just picked up a garage sale bike for my 9 year old. It's in great shape, and she loves it, but the brake cables going from the frame to the hand levers, are missing. I thought that I might just pull off all of those, since she prefers the pedal brake. Can I easily add a pedal brake (i.e. bike brakes when pedals go backward)? Will it work? It currently free wheels (clicks when pedaled backwards, like a 10-speed). Thanks!
 
Replace the cables on the bike, you can get a whole cable pack at Walmart for cheap. A garage sale bike is not worth the money required to replace the wheel. You will have too many problems with chain tension anyway. Brake cable are only $3 at a bike shop for the cheap ones.
