Activate phone with previous bill

Hey guys i got a problem. i bought a phone from this guy but i can't activate it cuz someone charged a $1000 bill on it. Is there anyway around that

The phone is tied to a contract which is tied to the previous user. You shouldn't have to pay someone else's bill to use the phone. You need to activate the phone on your plan.

I tried to do it over the phone but i was told i could not until the bill was paid. Do i need to just go to a verizon store?

Sounds like the phone is on the non-pay list after being disconnected. Unfortunately, Verizon will not activate this phone until the past due balance has been paid.
