I want as many honest answers as to why this is so. What the hell is going on with the hispanic community?

According to the above, hispanics have nearly twice the rate of the group with the second highest drop out rate, which are blacks. They have over 4 times the rate of the lowest, which belongs to Asians.
Why?
To "Equal Rights": yes, most hispanics are mestizos and basically Mexican or Central American Indians, there is a minority who are black and mulatto, like Puerto Ricans... but most are Indians/Mestizos, and as my link shows, they are by far the dumbest ethnicity in this country of ours.
