AC is off but cold air comes out 1997 ford explorer XLT. Is the ac compressor working?

I have a 97 Ford Explorer. On the temperature controls it has MAX AC/ AC/ Fan/ and other vent controls. When i turn the cold/hot control to cold and tuen on the fan it gets cold air coming out. Does this mean that the AC compressor is running even though the AC is off?
