A Web Browser on a bootable flash stick?

I have never heard of this. You can however boot up an OS, and then launch something like portable firefox in 8 seconds. The linux distributions are good too. If it can boot in 1-2 minutes, just do that. If you absolutely must have internet up in 8 seconds, just pay for data on a mobile phone. If you want the portable firefox and more, see the links.
 
I recently heard about a program that can turn any generic USB memory stick into a self booting web browser. Supposedly, once this program is loaded, you can reboot from the memory stick in 8 seconds into a web browser. I've been trying to find out more but all I can find are a handful of tiny linux distributions that make similar claims but take 1-2 minutes to boot each time; not what I'm looking for. I was hoping someone could direct me to where I can download or buy this program.
I've only seen 2 references to this and just in the last 2 weeks.
 
The fastest bootiing to a usable web browser is probably by Mach Boot, a Linux distribution.

Frankly, it'd be a little hard to boot much faster than that, on any operating system. There has been talk of integrating a small operating system into the BIOS with a web browser and email client, but that has nothing to do with a Flash drive.
