a tuxedo cat comes into our garden several times a day just to anger my cats,

What to do? It seems too well fed to be a stray but seems to always be outdoors. I just moved into the complex and don't want to offend it's owners by calling the pound but they leave it out in below freezing weather after midnight. In a complex where pets are supposed to be in or on a leash. I'm tired of the way it upsets my 9 year old. Because the weather is freezing I don't want to spray it with water but I want it to go away. What would you do?
 
Dude, a cat doesn't do that 'just to anger your cats', he LIVES there and it's his territory, which gets walked around several times a day. He may be owned, he may be a stray discarded by an owner, he may be wild born, he may be part of a colony being TNR'd and taken care of somewhere in the two block area. He LIVES there and he was there before you.

If you have your cats outside, they have to deal with ALL cats who share the territory. If yorus are inside, they're safe behind windows.

Leave the cat alone. If he's well fed, he's not yours.
