...of work? I live in a small town so word speads fast. This Supervisor is talking to other people who DO NOT work for the company about the personnel issues I had when I worked there. Among things that are being discussed are issues I had with other employees, vise versa, disciplinary actions that where taken and other confidential information that should not be talked about outside of the company. These people are then spreading rumors about what was said by this current employee. These where CONFIDENTIAL records that should have stayed within the company. Can I legally take action against this person or my former employer? What laws pertain to discussing personnel issues outside of the workplace?

What is confidential and what is not confidential are issues decided by law, and the laws are state laws and constantly changing.

For example, if he was disclosing your date of birth, medical information, or social security number, you have a good chance of nailing him.

Or, on a different level, any information gained from the employment relationship that is used "unfairly" might open the employer up for a privacy suit.

Whether what your supervisor did raises to any of these levels, and it is different state by state, you should talk to an attorney.

All I can say is you MIGHT POSSIBLY have cause for action.
