a question about t-mobile sim card.. please help?

hey!! my mom just got the new phone with that phone she also got a new sim card which was never activated.. she used her old sim card.

and today my bro have lost his phone so i was wondering if its possible for me to call t-mobile customer service and ask them to actiavte the sim card for my bros phone number?

is it possible to activate a never used or actiavted sim card for a different T-mobile number...
