The orange suits are used only during launch and reentry/landing. They are less robust than the white EVA suits because they are not intended for outside the vehicle, and so don't need to be as many layers. Their primary function is to protect against decompression, while the white EVA suits must also protect against thermal and other radiation and have an elaborate cooling system. In both cases, the colors were chosen for maximum visibility in the expected environment of their use.
