A question about school ages?

If a child was only five in September, but had his birthday coming in December (so he'd be six in December), is there any way he could be start first grade in the September when he was only five?
Or would he have to wait and start school the next year when he was nearly seven?

I need to know this for something I'm writing. Thanks very much.
I am talking about US schools here. Thanks.
