How do they get two "green lights" and one "red light" to average out to an overall "red light"? Shouldn't that be a yellow light overall?

PS: I ask here since I'm sure this is some sort of Christian-backed group.
I wouldn't be surprised if it was Focus on the Family - they seem to give worse ratings for anything with homosexual characters or paranormal type shows (like how Medium isn't appropriate for under 18 seriously?).
