Ok well my phone is a rogers, samsung. And i wanted to know if i can switch my phone to a plan from koodoo?

And i was wondering if i can get a plan on my phone since its a pay as you go.. could i just get a new sim card threw koodoo to get a plan or do i have to get it from rogers?
