How is he coming to the US? That may determine whether he can go to school. Unless he is a legal permanent resident, all foreign students must obtain a student visa - and they have to get it while they are in their own country.
Legal systems vary from country to country, and there's no way he can pass bar exams on state and federal law without going back to law school. If his country's education system requires a university degree as a prerequisite to law school entrance, then he has the degree and can apply to law school. If he does not have at least a baccalaureate degree, then he has to start there.
Hope he has a great deal of money to pay for school and his living expenses until he can pass the bar exam. He has a long, hard, and very costly road ahead. Plus super-star lawyers from prestigious schools may earn a good living, but the average lawyer is only making around $50k, which is quite pitiful, given the costs of being a lawyer (such as continuing education, annual license fees, etc). There is a serious glut of lawyers in the US, and many can barely make a living at it.
