A discussion about "skill" in games like Halo: Reach/COD/other FPS?

"True skill is having no need to exhibit large amounts of effort to be good."
What do you guys think about that quote? If it's agreeable, then wouldn't one say "Camping" is skill? I mean, an average player that's camping can earn just as much kills as a hardcore pro player that moves around hunting players right? Would you say the average player is "skilled" since their method of earning kills requires less effort? Could be, since the average player is using their intelligence. But what about others who don't agree with the quote? Would they say that all that effort they put into button smashing and trigger timing is what makes them skilled? How about in a totally different scenario; you have two artists. The two artists have to draw an apple, Artist A uses up 2 pencils and Artist B uses up 4 pencils. Both of their drawings of the apple are equally adequate, but since Artist A used up less pencils then would one say Artist A is "skilled"? Anyways, what does everyone think? I for one completely agree with the quote and stand by it but having difficulty explaining it and providing evidence to other people who don't understand or just don't accept it. I mean, a player can reach the same result with a different method right? Thoughts?
