A/C question for auto (Dodge) mechanics....?

Have a 1999 Dodge Caravan 3.0 V-6 2WD...A/C comes on only sometimes when we switch the dial on...Others times it will not at all. When it's on..It blows at different levels....30%...50%...and or 100% of its capacity. When we slow down to stop at a red light...or the slower we go in general...The more likely it is that it will stop blowing...As the speed goes up...so does the likelyhood it will start working again. It blows COLD. Fully charged with freon. So....What would it be that's causing this? Where should I look? I have a crack in my exhaust manifold...Would this cause some kind of vacuum leak that would affect the A/C?
