'99 Jeep TJ Wrangler brake proportioning valve leaks...?

The proportioning valve (PV) has brake fluid leaking out of the very front ... I know that it is not safe to drive at this time.. Can this PV be removed and the brake lines reattached after this PV block is heliarced (welded) closed at the end where this spring assembly is located .. This leaves the PV non-functioning ++ that PV is designed to prevent the brakes from failing if a rubber hose fails or is broken++ == SO THE REAL QUESTION ... is the PV necessary to have the brake system operate in a ""sure footed"" and safe manner .... This PV is in front of the power booster and cars from the past did not have this PV ..... It seems to me that this PV system is more important to rock and brush and mudding than street driving -- which is all that I do -- no off road driving for me. IF you can give me some advice about this problem I would appreciate that knowledge .. If you have another remedy to cure the problem that would be good too. AT this time the new PV is very expensive and it is not the option that I am seeking with this question. THANKS for the help.
