99 Honda Civic LX Catalytic Converter Below Threshold?

My check engine light came on about a week ago. I went to AutoZone to get it checked out. They said the reading was "Catalytic Converter Below Threshold." This seemed odd to me because I had just replaced both the exhaust manifold and the catalytic converter not more than a year ago.

Any ideas on what the problem(s) could be?
