99 Honda accord doest not start?

I have a 99 honda accord it only starts when it wants to.

I turn the ignition key and i only hear a click from under the hood. no room room sound.

the lights work and the windows go up and down too. then it starts after many tries.

i hear a click from somewhere around the battery. i even used to jumper cables and it did not start. then it started randomly on many more tries.
 
sounds like you need a new starter.. its not expensive maybe 40-70$ and yeah im pretty sure its the starter anyways its also not hard to install you can check online for more info on how to uninstall it and install it.
