99 Ford Windstar won't start?

I have a 99 Ford Windstar LX 3.8L v6. When I try to start it, it does start, then shuts off right away. I've started it with the gas pedal depressed about 1/3. It revs, then as soon as I let go, it quits. It only acts this way on a cold start. In the past if it has done it, it only took a couple tries for it to work, now it doesn't work period. Has a new alternator and battery and a good fuel filter. Stuck in my apartments parking lot so there's not much I can do to work on it myself.
 
99 ford windstar 3.8 won't start just clicks replaced battery and starter same thing. and when
eplaced battery and starter still just hear solenoid pull in but doesn't crank. ​
Definately make sure all your connection are clean and tight. From battery to solenoid to starter.
if this does not worked, then try to let one of the Ford Windstar repair engineer to check it.
