99 ford windstar.... front heat comes out cold but rear heat works fine.....?

the rear heat comes out nice and warm but the front heat comes out ice cold.... is there a separate heating element for the rear controls in which case it could still be the thermostat or another common heater problem or am i SOL and its electrical.... any suggestions will be appreciated
