99 ford expedition eddie bauer?

hello, i own a 99 expedition eddie bauer,it has the factory heated seats, but the drivers seat doesn't work. passenger seat works fine, checked the fuse it looks good, any ideas on how to go about fixing this issue? i checked all cable connections. don't know if it's a part attached to the seat or if it's a case of having to replace to whole seat? thanks for any advice you have, mike
