99 Dodge Intrepid Factory Alarm.?

My 99 intrepid's factory alarm will not reset.I have tried everything the book says to do with no luck.I had to change the battery when I went to reconnect it alarm started to go off,now it won't reset.If I pull the fuse It won't start [part of alarm set-up].Does anyone have any suggestions?
