99 Chrysler van will not start...?

This morning I tried to start my van with the automatic starter(as I usually do) and it failed to start.The temp is -17,last night I started the van and it started fine,I let it run for a good 10 minutes before shutting it off(I have not driven the van anywhere,only started it to let it run for awhile)I tried a second time this morning and this time I gave it a little gas and it acted like it was about to start but never did.I am letting the battery sit for awhile after all the failed attempts and have a charger fully charged just in case.The battery is brand new and has 700 cold cranking amps,also less then 2 weeks ago I put Heet into the fuel tank and the tank is above half a tank right now.the last time I ran it and drove was a couple days ago,since then the temp has dropped outside.I'm wondering if I am doing something wrong or if there is something else I can do.Will it start if the temp rises a little?do I need to charge the battery after the failed attempts to start it(the engine does turn over it just wont start)
