'98 Toyota Camry cooling fan not operating when hood was up...is that a safety feature?

My husband takes care of the maintenance on our cars. Today he flushed out the coolant on his '98 Toyota Camry. He's had it only a year so this is the first time he's really messed with it other than oil changes and other regular maintenance.

He said when he had the hood up, the cooling fans wouldn't operate and he quickly shut off the engine when it started getting too warm. He tried it again with the hood closed and all is OK. We just got back from a 30 mile round trip drive without incident.

Is this a safety feature or are the fans going out? His car has two fans.
