98 Pontiac transport 3400 replaced heads with reworked heads, no compression?

I replaced the heads on a 3400 chevy engine with reworked heads, and I get no compression on at least cylinders 1 and 5. I haven't checked 2 and 4 yet, but 3 and 6 have good compression. I DID NOT put the pushrods in the wrong places. The short ones are on the intakes, and the long ones on the exaust. On cylinders 1 and 5 during the compression stroke, the intake valve are still depressed slightly after they should be completely closed. It is not a timing issue, the lifters are not on the lobes, it is as if the valves were adjusted too tight. Of course there is no adjustment so that is not the issue. The question is, are the lifters in these engines prone to stick and not compress backward to readjust? Or should I be thinking that these heads are machined beyond specs? What is the maximum height of the valve stem when the valve is seated? Once again, The pushrods are in their correct positons
clarification- when I say the lifters aren't on the lobes while the valves are still depressed, I meen that they are not on the eccentrics. They are at 0 lift
