98 Ford Windstar ABS systems - does anyone know if that particular year had

a problem? Did they recall it? Trying to help my elderly Dad deal with rip off VIP mechanics. They've misdiagnosed the brakes several times, changed out drums & shoes, replaced master cylinder 3 times, supposedly hooked it up to computer which concluded ABS was working fine, now they are changing out the ABS piston or cylinder. They've had the car for a week, (been paying for rental), now they're telling me that the 98 Windstar was the only year they used this ABS system and this is why it's been so hard to diagnose. I'm at the end of my rope.
I know these cars are not of high quality, don't need to hear about that - looking for real opinions or folks who have had this same problem.

Couldn't find any recalls on this model/year. HOWEVER, I did find some service bulletins:
