97 Pontiac grand prix gtp headlight problem?

I have a 1997 pontiac grand prix gtp that when I turn the engine on, the lights, not running lights, come on. When I turn the light switch to on, the lights don't get any brighter. How do have the car start with lights off untill I turn the light switch to on?

most cars built from 90 and on have a safty lights system that will come on when u start your car and stay on , Its for safty and cant be shut off
