heater is on full blast it makes noise? I bought a 97 Jeep Wrangler Sport with NO ac. It blows hot fine. But on the Highest Temp it makes a low loud sound. (almost a humming).

I don't get any cold air when I switch to cool. I don't have AC but thought I'd still get cooler air.
We replaced the Clutch Fan, Water Pump in it because the kid blew the engine and all the water from the radiator went into the block. We had to replace the engine because it threw a rod and cracked a cylinder. (That's probably too much information)
I'd appreciate any help on fixing the issue..
