97 Honda accord tac jumps up and down when rpms are at or above 3k?

This only happens when the car is moving. It happens every time I reach 3000 rpm or higher. The other day my car died for about one second while driving and the took back off again. Im pretty sure this is related to whatever is making my tac go crazy. Do you have any idea what would cause this? The motor is a 2.2L
