97 chrysler concorde idles extremely high, just changed o2 sensor, help!?

I've become a little desperate with this car, my dad is a backyard mechanic and he can't figure out what it is. right after he changed the oxygen sensor and tried to turn it back on, it idled into the red and would not go down. i told my dad doing this repetitively would hurt the engine but he was convinced it was just a gas buildup needing to burn off. no such luck. could it be the o2 sensor was installed improperly? did he forget to hook something back in? please help soon, im going to take it to a mechanic in two days and would rather not be jerked around, thank you.
So just callled around to find out, asked my dad as well, and it turns out he (knowingly) put a bad o-ring back in the car. thanks though.
 
it sounds like a dirty iac ( idle air controller ) to me, or it could be a cracked throttle body gasket.
