96 ford windstar stalls alot when it rains or has rained recent?

96 winstar has a hard time idling and stalls alot when it rains or has rained out but if your driving it runs fine ,when its dry out it idles fines and runs good .doesnt sputter has new fuel oil air filters spark plugs wires are good. mechanic put new idle control sensor in and it didnt help, check engine light doesnt come on so he dont get no trouble code and cant figure out what else to do any ford guru master mechanics have any suggestions
